The Government wants local communities to take more control of their own lives, by saying what they want done for their neighbourhoods and how they intend to set about doing it. In November 2000 the Government’s Rural White Paper “Our Countryside – The Future” launched the concept of Parish and Town Plans. A Plan’s purpose is to “set out a vision of what is important, how new development can best be fitted in, the design and quality standards it should meet, how to preserve valued local features and to map out the facilities which the community needs to safeguard for the future”. Plans should “identify key facilities and services, set out the problems that need to be tackled and demonstrate how distinctive character and features can be preserved”.

Parish Plans (and Town Plans) will be used by District Councils in the drawing up of Local Plans.

In the past it has been felt that grass roots involvement in Local Plans has been seriously lacking. This Plan has been developed under the auspices of the Parish Council. First, it gives a brief history of the development of the parish. Second, under headings used in the District Council’s Southern Area Community Plan, it describes this community’s opinions on the important issues and proposes actions to address things that might be improved. Finally, these actions are consolidated into an Action Plan, with a suggested priority and timescale.

Hence the Parish Council can be relied upon to use the plan, along with the Local Development Framework and guidance on material considerations, in its future activities. Wiltshire Council and other service suppliers should also take into consideration the views set out in the document, along with other local and national guidance.
